Missing button for HR on the Document of record page of Redwood

Dear All,

Grateful if you could help regarding the following matter:

Our HR are unable to add, modify and delete a document of record for an employee on the Redwood page.

However on non redwood page, the HR is able to do the action.

Grateful to advise regarding this issue.

Redwood Page - The add and delete button are missing, the edit is greyed
