Is it possible to define budget just for manager direct report?

Hello experts,

we defined budget at worker-level but the upper manager level will inherit budget of lower manager levels and budget validations are done on direct+indirect report total budget. Is there a way to allow managers to work just on direct reports budget and make validations on this budget without considering the indirect reports one?
