AOR for EC Designee is skipping that step in the approval and going to the next step without error?

Summary: Our approval flow is HM > HM+1 > EC Designee (AOR) > Budget Verifier (AOR)

In a few cases we're seeing that the EC Designee is being skipped over and the Budget Verifier(s) are listed. We have a branch where if EC Designee is not found (GetRepresentative function) then use a different group.

The approval is not going to the HR Ops team like it would typically if there is no EC Designee found. It looks like the system is just skipping over that part of the flow.

Has anyone seen anything like this before?

Any idea(s) where to start looking into this first? We've walked though the approval flow and data but not seeing why the expected person is not being included.
