Data not updated in HZ_LOCATION table

Is there a way to update data in HZ_LOCATION table. We have data in HZ_GEOGRAPHIES, but not in HZ_LOCATION. Is there an issue with the privilege ?

Note: We ran the ESS job "Populate Location Latitude and Longitude Information" with the account which has the pre-requisite privilege " Run Geocode Loader" but the output had no values (although there are a few countries which have Geocoding enabled).
