After running a Synchronize Grade Step Rates and Review Proposed Progressions and Salary Updates, we receive the error "The current step doesn't belong to the current grade, so the progression or salary update can't be proposed. (CMP-1005785)"

Content (please ensure you mask any confidential information):

We were updating the rates of pay for a grade ladder. While doing our regular process of running a Synchronize Grade Step Rates and Review Proposed Progressions and Salary Updates, when we pull the error report we receive the error "The current step doesn't belong to the current grade, so the progression or salary update can't be proposed. (CMP-1005785)" attached to one specific employee. There are other employees in the same Position, Grade, Step that did not result in error.
