What is the simplest possible process to control the migration of individual pages?

Summary:

I am the only person that works in VBS with HCM. I am separating changes to each page within it's own branch. No one is happy with the fact that we cannot publish to a test environment to test changes, but I guess there is no simple way around that. Once we determine an individual page is ready to go to production, do I need to do anything more than click publish to get it to Test and then run the pipeline to get it to prod? I'm trying to figure out how
