Prohibit self approval when creator and initiator are different

Summary:

Prohibit User Self-Approval is enabled for Journal WF with the payload attribute task: creator. However in occasions when journal creator and approval initiator are 2 different users, this doesnt seem to work. Client pointed out in an example that User 1 created a journal, user 2 edited the journal and submitted it for approval. User 1 then approved it. It appears the creator approves. Is it an intended functionality or is there a way to ensure prohibit self-approval works even in this scenario?
