Is it possible to see commitments for Spend Authorization if Budgetary control isn't enable?

The reason why we are asking this is because we are not sure if we want to enable Oracle Budgetary Control. However is that the only way to have visibility into budget commitments and expenditures for Spend Authorization? Are there other places/reports where we can view commitments?
