Restriction of goals in goal plan based on Category

Summary:

The goals in the goal plan can be categorized into 4. During the Goal setting by Manager, there should be a restriction that manager should add at least one goal from each category and the Overall minimum goals in the goal plan should be 7. Goal Setting should not be completed without these conditions being met.
