Performance Goal "Actual Value" is not inherited in Performance Document and Goal Plan (user)

Hi team,

let me report to you the SR raised for an unexpected behavior with a huge impact for client:
After entering the actual value for the goal, I assigned it to an employee through the person number in "Scheduled processes for Performance Goals" but manager and employee are unable to see the actual value, both in "Goals Page" and "Performance Document".

I followed these steps:
1. I created the Goal Plan as an HR
2. I entered a list f goals to massively assign with name, description, weight, maximum target, minimum target and target
3. I launched "Scheduled processes for Performance Goals" in order to assign the goal plan
