Manage Goal Scheduled Process assigning existing goal again to the user.

Summary:

After scheduled run of Manage Goal Scheduled Process we found that an employee is assigned a goal which is already assigned to them.

We have a Goal process named "2024 Leadership" defined with certain eligibility and a goal named "Quality Leadership". The affected user is eligible for that eligibility criteria and Quality Leadership goal was already assigned to them.

Manage Goal Scheduled Process is scheduled to run every Monday with parameters Process Type = Mass Assign or Share Goals and Process Name = "2024 Leadership".

From past few scheduled run of the process we found that employee is assigned Quality Leadership goal, even though this goal is already assigned to them. We are manually deleting the goal but again in next run it gets assigned to employee. Also the aggregate % is also going beyond 100% when this duplicate goal is added.
