This is the process/problem:

1. The user downloads an excel journal template from Oracle Cloud as they normally would
2. Before opening the file, the user navigates to the file location (most likely %USERPROFILE%\Downloads), right clicks on the journal template file, selects "Classify and Protect", selects a data classification label, and clicks "apply".
3. The user opens the file and proceeds like normal
4. With the rollover of Purview, every end user is supposed to follow the above steps
