How to give HR admin ability to update "About Me" Connections info for employees

Summary:

We have a need to update the "About Me" section (Tags/Interests/Expertise) in Connections for our CEO and few other high level execs. We have checked with seeded HR Specialist role in Dev but do not appear to be able to, at least not through the same navigation that a user can make updates themselves. We've also looked at upload but that doesn't seem to be possible either. Has anyone else been able to do this, and/or do you know where else this info might be updated? Appreciate any help.
