Flat Rate Shipping Charge Based on Sales Order Total Amount

I am looking for suggestion on calculating shipping charges based on the total of a sales order. Scenario is described below:

Business charges a flat rate amount of $50 on orders totals of $600 or below

Example:

Item 1: Computer L150 - $500

Item 2: HDMI Cable $10

Total Order: $510

Shipping: $50*

*Since this order is less than $600 (total order is $510), a flat shipping charge of $50 must be added

Final Order Total: $560

Is Oracle able to handle Shipping Charge Lists at the order total level? Or only item level? I am open to suggestions
