Creating Requisitions in Visual Builder Studio doesn't allow you to Submit them

Summary:

We are working on an Excel form that will allow users to upload multiple Requisition at a time. We are able to create in the form and they will upload to the instance (using our DEV instance). The Reqs will upload but only as a draft and does not allow us to Submit them. Anyone else having or had this issue?

We are using the 22A Create Requisitions form. (in attachment)
