Instance Stuck in 'Stopping' State After Boot Volume Replacement

Summary:

I recently used the "Replace Boot Volume" feature on my instance (VM.Standard.A1.Flex), which is part of the Free Tier. After performing the replacement with a new volume containing an Ubuntu image, the instance initially restarted and appeared to boot correctly. However, within a few seconds, it transitioned to a "Stopping" state and has remained stuck in that state.

Attempts to resolve this (including rebooting and stopping/starting the instance) result in a message indicating, "The instance is currently being modified, try again later." I am unable to terminate the instance without risking the loss of my Free Tier resources. Could you provide guidance on how to troubleshoot this issue or help restore the instance to a functional state?
