HSDL upload error

Hi all,

I tried to upload a list of ex-employee via HSDL (using job requisition number and person ID) and 2 of this ex-employee failed the upload returning me an error. This 2 ex-employee got a shorter Person ID (one digit less).

I exctract all ex-employee person ID with a specific report. So why only this two got a shorter person ID and could this be the cause of the error? Otherwise what could be the cause of the error for just these 2?

I attach a screenshot of my HSDL spreadsheet.
