Restricting transaction creation and updation for Few Business units

Summary:

Hello Experts,

Our client is selling several business units, with a cutoff date of October 31st. Starting November 1st, users should not be able to create or update transactions. The client does not want to deactivate these business units, as they need to access transactions for six months without the ability to edit or create new ones. Is there a way to meet this requirement without deactivating the business units? We are considering disabling BSV for the entity segment to prevent new transaction creation.
