Compensation Hierarchy Determination manager assignment id is not picking correctly

In the formula manager assignment id is picked by a value set. Value set is retrieving correct assignment id. In the test environment manger hierarchy is receiving correctly, but in the production instance same formula is giving correct output only when assignment id is hardcoded in the formula unless complete hierarchy is not receiving only half of the hierarchy is displaying. What could be the reason for this.
