How to make system to create Federal tax and state tax card upon new Nonworker is created?

We are currently working on an integration with a third-party system to import Nonworker records and create them in the cloud. As part of this process, the integration will assign Payroll and TRU to the Nonworkers. We want to know if it’s possible for the system to automatically generate Federal and State tax cards upon the creation of a Nonworker. We’ve observed that tax cards are generated automatically when an Employee is created, but this is not happening for Nonworkers. Do you have any guidance on configuring the system to enable automatic tax card creation for Nonworkers as well?
