We wanted to allow only one Cash Advance at a time per user.If

We want to allow only one Cash Advance request per user. If that user has already one open cash advance, then system should not allow to submit another cash advance request. I went through the lot of community posts but could not find any solution for this. Kindly assist us with any suggestion/solutions.

Also we would like put the maximum amount limit on the Cash Advance Request. Please help with any suggestion/solutions.
