Unable to delete a skill(showing error ) ,why so ?

In ODA we were trying to delete this expecnses skill which is pre-existed there .But while deleting it couldn't unregister the skill and giving us this unexpected error saying "Skill Expenses is specified as customized system state mapping in Digital Assistant so it cannot be removed. Clear out this reference before unregister."

why is this error coming ?How to resolve this ?
