Limiting Access to Non-Financial Projects

We have a custom Project Administrator JR role (PJF_PROJECT_ADMINISTRATOR_JR) with full access to all projects.  Navigation is Projects > Project Management.  We have two types of projects in the system, financial (prime) and non-financial (non-prime).  We need the ability to limit Project Administrator access to only have full access to financial projects.  Ideally this role would still be able to view non-financial projects and not update them, but it would be satisfactory to remove access to the non-financial projects altogether if needed.  Our Projects team has provided the following logic to distinguish financial projects from non-financial projects where any one
