Edit measurement in goal plan after Scheduled Processes for Performance Goals

Hi,

I created a goal plan with several goal and measurement, I assigned the goals through the process Scheduled Processes for Performance Goals, but now I have to edit a measurement. I edited the measurement but the modification is not applied in the goal already created for the employee. Is this the expected behavior?

Moreover I need to add/exclude some workers, can I do it even though the goal plan has been already assinged?
