When does the STATE column in table HRC_TXN_DATA changes to 'INITIAL'

An approval transaction is always showing as DRAFT status in the table HRC_TXN_DATA with STATE column having value 'INITIAL'.

We have observed many transactions which are in DRAFT status moves to CANCELLED/ABORTED status when then the transaction is cancelled or worflow terminated through transaction console. so STATE column value also has changed accordingly and in transaction console these transactions will show under completed status. But there are few transactions as mentioned above with DRAFT status in the table HRC_TXN_DATA with STATE column having value 'INITIAL' is not showing up in the console. Is there any specific reason for this ? Can anyone provide some insights on this problem.
