I changed my cell phone and lost the 2FA keys for Oracle cloud and I can't log in to the account now

I can't access my cloud account and my account is marked as inactive. I talked to technical chat support but they couldn't verify my credit card information. I don't remember exactly which credit card I used when I opened my account and even though I tried all the cards I had, the ownership of the account was not verified. Another problem I have is that Oracle sends me an email saying that my account is inactive and will be deleted if I don't log in.
