Helpdesk Agent is unable to assign Journey to the SR raised by other agents

Hello Team,
We are facing this issue where Helpdesk Agent is unable to assign Journey to the SR raised by other agents. We get this below error "We couldn't assign the journey"
Navigation: Help Desk Tab—>Help Desk requests—>Search for SR raised by other Agent—>Assign Journey
We have also assigned Manage Journey by HR privilege to the user.
