How to Fulfil transfer Order based on stock availability of Source Organization

We have a requirement where the destination location requests for stock from the source location without knowing the stock availability at the source location. We need to verify that once the transfer order is created, system should try to fulfil the request with the provided Source Organization and if the stock is not available the Source Organization, different Source Organization can be selected for the fulfilment.
