Unable to apply hold using rest api through custom orchestration step

Summary:

Hi everyone,

We have a requirement to apply hold as part of orchestration step. For which we have configured custom step and calling OIC.

We are applying hold using rest api and we are consistently seeing below error:

"You can't apply the XX Shipment hold because order management is currently processing the order line. (FOM-4515574) Details: Try again in a few minutes."

we have tried applying before updating fulfillment line status and also post updating fulfillment line status and we are seeing same error as above.

Due to this, we are unable to hold the line on that step and orchestration is progressing to next step.
