Employee with FIT/SIT Exempt Calculation Card Still Has FIT & SUIER Subject Withholdable

FIT/SUIER balance results are populated for the employees who have FIT/SIT exempt calculation card

1099 employees are exempted from being taxed. However, the following balance results for FIT and SUIER taxes are populated though the taxes are not withheld and is causing an issue with third party interface.
FIT Gross
FIT Subject Withholdable
FIT Reduced Subject Withholdable
I reviewed one of the documents (Doc ID 2164740.1) from Oracle support and its mentioned about the Oracle fusion behavior, but nothing has been mentioned why the balance results have to be populated only for FIT and SUIER and not for other taxes.
