Find a way to check the old and new email address for the users

Summary:

I recently found that a user had recently updated their email, but the purchasing approval groups that they were a part of only contained their previous email. Could you please look into if their is an automation that can be run to find users with updated emails that belong to an approval group?

Is there any way to check all the details from either UI via some customization or from Oracle table?
