Unable to Apply Sales order Hold on "in progress" orchestration task

Summary:

We have a requirement to communicate the sales order hold details to external system, whenever a hold is applied on the sales order.

We have created a custom hold and We have enabled the business event trigger point for Hold. But When we are applying a hold in the fulfillment lines by keeping the check box enabled 'Hold tasks in progress' we are getting a warning "A hold was not placed on task because holds cannot be applied to tasks in progress. A hold was applied to future tasks".

Since the hold is not applied on the current task the business event to communicate hold to external system is not triggering.
