Document of record - config ignored + inconsistent behaviour

Document of record is attaching even though configuration states that document name is required and relevant.
HCM Extract has an output item that points to a BIP report with burst statement for person_id.

We have an attribute field that sets the Document Name depending on a condition. When the extract is run for one person then the logic is followed correctly:
- For a valid scenario the attribute is populated with the Document Name which maps to the Output 'Document Name'. RESULT: when the process completes the DOR is attached.
- For an invalid scenario (identified in a fast formula) then the attribute is populated with blank. RESULT: the DOR is not attached.
