What are the differences between "full access" and "limited access" in plan options?

Summary:

In Manage Plan task, you can edit Plan Options.

When you set "Access" paramater to "Private", "Users" paramater pops up,

and you can choose "Full Access" or "Limited Access" depending on users.

I want to ask the differences of the two options above, because I did not see much difference.
