Pending worker and Agents are not receiving Welcome email and to reset the password along with url

Pending worker & Agents are not receiving email to reset the password along with url.

When we create Agents in the Recruiting, they are not receiving email from Oracle system regarding their account creation. We have to manually re-set the password and send them the access details.
Even when we are moving a candidate to "Move to HR" phase, they are not receiving any welcome email neither to reset the password.
Note : Tested all scenario in test instance and new account template is enabled.
