Unable to hire employee in Ireland after 24D Update - How do we fix?

After receiving the 24D update in our test environment, we are unable to hire an employee in Ireland via our integration. We are receiving error message: <![CDATA[The payroll relationship or assignment isn't eligible for the element Taxes and Social Insurance on the date 2019-03-01. (PAY-1635125).

This issue exists only for Ireland and not for any other office. After reviewing the Oracle HR "What's New" notes for 24D, I found the following note for Ireland specifically, which I think is the cause:

  • From this release, before you hire an employee, you need to either select the check box
