We are using responsive page.

For example, for "Create new Offer" page in Recruiting, we have rules configured for US, Germany, India and China so that different fields displayed/hidden. Now we configured some guided journeys, which is applicable to all countries here.

We can configure the guided journey for each country specific rule, but it's redundant as the rule is applicable to all, and also found below from Oracle's doc, it's not even recommended.
