Turn on AI Assist for Goal Creation but not suggested goals

Does anyone know if there is a way to turn on the AI Assist for goal creation but not the AI suggested goals from previous performance reviews? The documentation makes it seem like it's all or nothing in performance/goals, but I'm wondering if anyone has found a way around this. We'd like to only roll out one feature at a time.
