CX Sales Redwood - Can I remove access to add attachments, but keep the option of adding links?

Summary:

In CX Sales Redwood, can I remove the ability add File Attachments to a record, but retain the ability to add URLs through the Attachments Panel and Subview?

Our clients would like the ability to add URLs to a record, but would prefer to not allow file uploads.
Is there a way to modify the Attachments Panel so the Drag and Drop box for file attachments isn't visible, or to set the limit for file uploads to 0?
