Job/Supervisory Hierarchy->skip lower level

For example:

A is the journal submitter .

A reports to B, B reports to C and C reports to D

B has approval limit of 0-250K

C has approval limit upto 500k

D has unlimited.

if A raised a journal of amount 100K

A→B

if A raised a journal of 300K

supervisory/job level hierarchy is routing as below:

A→B→C

But requirement is to go:

A→C

This manager assignment can change per user.
