Future Dated Hires and Assignments not showing on report

Summary:

I have created a report that picks up future actions.

I am using the effective date from the Assignment Events Subject area and it picks up some of the future actions like Resignation, End Assignment and Assignment Changes but is not picking up Add Assignments or New Hires.

I have attached the xml for the report I have created.

Can someone please guide me into why these future changes would not be displaying?
