Activate LinkedIn Profile Import without Oracle Recruiting Cloud

We currently do not have Oracle Recruiting Cloud implemented, but we would like to use the LinkedIn Profile Import feature for Talent.
Is it possible to turn that on without having ORC implemented?

We have the ability to turn on Recruiter System Connect and linking to a LinkedIn Recruiter Seat, but not sure if we can do this without ORC.
