Service item should wait until Inventory item went for awaiting billing in oracle fusion

Summary:

Hi Team,
Business is having a service item and a inventory,
Business wants service item should be in awaiting billing only after inventory item is shipped?

Business dont want to use Ship lines together option.

Can we write a Pre-transformation rule or how can we acheive the same?
