Edit req as approver required same approval again

Summary:

We've 'MLP Category Buyer' as role based approval with 3 persons & set as first level approver for requisitions. When a req is submitted, MLP category buyer edit & resubmit a req, expectation is it should be approved & move to next stage.
We see a discrepancy.
->If the category buyer is from US & resubmitting US requisition then it moves forward.
-> If the category buyer is US & resubmitting EMEA/APAC requisition, then it comes again for approval.

We want to understand how to rectify this issue.
