    Summary:

    I'm trying to create a free Oracle account, but it seems that when I select Colombia as the region, the payment verification window does not appear. I tried using other regions, and it worked. In the console i can see:

    POST https://signup-api.cloud.oracle.com/20200828/payments?email 412 (Precondition Failed),
