How to stop compensation change statement generation for Ineligible employees?

Summary:

We have a requirement that Compensation change statement should get generated only for eligible employees but not for ineligible employees. Currently change statement is generated for both eligible and ineligible employees.

Is there any setup/configuration available that will allow us to achieve this requirement?.
