Resource Management - Resource Creation Exceptions not identified after 24D

Summary:

Manage Project Enterprise Labor Resource Maintenance Conditions

Following the Maintain Project Enterprise Labor Resources process has run and completes, the Resource Creation Exceptions is not picking up exceptions which it should. For example, prior to 24D, exceptions would be generated with the message "The person has no email to assign to the resource. Enter the email in Oracle Fusion HCM and then either repeat this process or manually create the resource."

In cases where the person has no email address, they are not being highlighted as an exception. Please see screenshot below.

This has not happened in our development environments with 24D and has only happened in our Live environment.
