Clarification required around Owner type 'Viewer' on Succession Plans.

Summary:

Based on the Oracle documentation for the Notification Settings on Succession Plans, it seems that any Owner that is type Viewer should NOT be able to receive notifications:

This behaviour is backed up when using the Create Succession Plan action, the Send Alerts field is Greyed out and not editable:

However, when going into Edit the Succession plan, and editing the Owners, you can update the Send Alerts option for Owners with the Type Viewer:

What is the actual expected behaviour for the Viewer type owners of Succession Plans in relation to being able to "Send Alerts"?
