User able to create Purchase Order even though ViewOnly access is provided on Manage Purchase Orders

Summary:

The requirement was that user should be able to only view the Purchase Orders without able to creating it, so in Manage Procurement Agent, in manage purchase orders, the VIEW ONLY access was provided to the user. But after giving this access, user is able to still create Purchase Orders.
Is it the part of standard functionality( as name suggests user should not be able to create the PO).
The user has roles like Advanced Procurement Requester and Buyer.
Can anyone please confirm this behavior?
