Exclusion statement is not working in Approvals when offer has more than 1plan in other compensation

Rule should trigger if job offer has only 1 other compensation plan with name "Local Opco Bonus Plan". And, rule should not be triggered if the Job offer has more than 1 other compensation plan even "Local Opco Bonus Plan" is 1 of the plans. So, We need to add exclusion statement for other compensation plans. Example:- Job offer has 2 plans 1. Local Opco Bonus Plan 2. ICP Bonus Plan. We have tried below statement but not working.

Other Compensation Details.Plan Name isn't "ICP Bonus Plan"
